I. Job Summary:

Administers the general accounting, patient revenue cycle services (Patient Access, Health Information Management, Case Management, Revenue Integrity, and Billing/Cashiering), including third-party reimbursement, purchasing and statistical reporting functions of the hospital in accordance with established policies and accounting procedures. Directs the organization’s financial planning including strategic planning and budgeting.  Oversees and directs financial audits, taxation, and the capital acquisition process. Directs the Controller in providing and directing procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services. Appraises the organization’s financial position and issues periodic financial and operating reports to hospital management and the Board.

 

II.   Demonstrates Competency in the Following Areas:

 

A. Participates in the facility’s long-term and short-term financial process including the development of

policies to help control financial activities (internal controls) and meet the financial objectives of the organization.

B. Directs and participates in the development of accounting, admission, credit/collection and internal control policies and systems and addresses related policy/system issues.

C. Coordinates and controls the facility’s cash and investment management activities.

D. Provides advice and guidance as necessary in preparing and analyzing financial reports and executing appropriate responsive actions.

E. Assists in evaluating the adequacy of the hospital’s insurance coverage and in handling special/sensitive cases or problems and providing advice and guidance as necessary in preparing and analyzing risk management and insurance reports and appropriate executive responsive

actions.

F. Coordinates and controls the facility’s short-term cash activities in accordance with established

financial policies and objectives.

G. Evaluates data processing needs on an ongoing basis and adapts programs to changing needs.

H. Directs the hospital’s banks in executing cash management decisions and works with the appropriate investment managers in coordinating fund transfers and monitoring investment performance.

I. Recommends appropriate actions and strategies to respond to projected economic trends and/or regulatory changes.

J. Participates in the analysis of the financial implications of proposed capital projects and

mends the execution of appropriate measures to respond to projected economic trends and/or regulatory changes.

 

K. Provides advice and assistance to department heads and managers in analyzing and interpreting financial data and reports and in presenting that information to their departments, the Senior Management Team, physician groups and the Board.

    11. Resolves personnel concerns at the department level, utilizing the grievance process as required.
    12. Ensures compliance with policies and procedures regarding department operations, fire, safety and infection control.
    13. Effectively and consistently communicates administrative directives to personnel and encourages interactive departmental meetings and discussions.
    14. Complies with all organizational policies regarding ethical business practices.
    15. Communicates the mission, ethics and goals of the facility, as well as the focus statement of the department.

 

  1. Regulatory Requirements:

 

    1. Must have thorough knowledge of accounting, finance, reimbursement, budgeting, credit and collection as relates to healthcare.
    2. A degree in Accounting or Finance is required.
    3. Requires 3 - 5 years of prior management experience in a hospital or healthcare setting.

VII.  Physical Demands:

 

While performing the duties of this job, the employee is regularly required to sit; walk; use hands repetitively to finger, handle, grasp, or feel objects, tools or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk; and taste or smell. The employee is required to hear alarms on equipment, client calls, and instructions from physicians/department staff. The employee is occasionally required to stand.

VIII.  Work Environment:

 

While performing the duties of this job, the employee occasionally works near moving mechanical parts and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, there is a risk of electric shock. The employee may have occasional exposure to blood and body fluids.

The noise level in the work environment is usually moderate.
